Questionnaire – to be addressed to policy makers, NGO and government decision makers

1. What are the main sources for funding of your youth targeted programs? Can you give an estimation of funds allocated for STDs activities? Are the funds sufficient to achieve the tasks objectives?

2. According to the prevalence rates of HIV among YP, do you think that the funds for prevention represent enough the actuality of the problem, compared with other social problems?

3. Which are the main partners of your institutions? Are multi-sectoral partnerships, such as between government, NGOs and private sector, an effective way of providing services and messages?

4. In your opinion, does the society as a whole benefit from programs where ARV is prescribed free for people in need? (PLHIV)

5. According to your experience, what are the main characteristics and policies of sex education in schools? Are there any barriers to the effective teaching of sex education in schools?

6. Do you have units offering YFS (youth friendly services) in your country? What are the main activities of such units? Are they effective and is there a need and opportunity to ensure more youth friendly services?

7. Do holistic services – such as HIV testing and counseling, treatment and care for PHLWA, harm reduction for IDU, condoms/contraception availability etc. – exist in your country and do you believe they are beneficial?

8. Do you think that political leadership in your country is sufficiently committed to HIV prevention among YP?

9. Please, describe some evidence-based approaches, which are used in your work with YP.

10. Do you activities and support programs include parents? Are there successful strategies for such work?

11. In your opinion, which type of prevention is more effective – when messages are general and delivered to the whole population or when resources and efforts are described to certain risk groups?
